🚔 Sheriffs Office

 Sheriff Shane Phelps

The Panola County Sheriff’s Office is the primary, county-wide law enforcement agency in Mississippi. As the county’s chief law enforcement officer, the Sheriff is an elected official serving a four-year term.

The duties of the Sheriff’s Office fall into three primary categories:

🛡️ Law Enforcement: Protecting citizens and responding to calls for service.

⚖️ Court Services: Providing security for our judiciary and serving legal papers.

🚓 Corrections: Managing the county jail facility and inmate safety.

🚔 Law Enforcement Duties

The Sheriff and his deputies have jurisdiction over the entire county, but their primary focus is typically on areas outside the incorporated city limits (like Batesville, Sardis, and Como), which have their own police departments.

Patrol and Response: Deputies patrol the county’s roads and rural areas, respond to emergency calls for service, and enforce state and federal laws, as well as local ordinances.

Criminal Investigation: Conduct full-scale criminal investigations for major crimes (felonies) that occur in the county’s jurisdiction.

Traffic Enforcement: Enforce state traffic laws and investigate motor vehicle accidents.

Specialized Units: Operate specialized divisions, which may include NarcoticsK-9 units, and School Resource Officers (SROs).

Keeping the Peace: Their statutory duty is to “keep the peace” within the county, including quelling riots or unlawful assemblies.

🏛️ Court Services and Civil Process

The Sheriff serves as the chief officer for the Circuit, Chancery, and Justice Courts.

Court Security: Provides security for the county courthouse and its judicial officers, protecting the judge, jurors, and courtroom personnel during sessions.

Warrants and Arrests: Executes arrest warrants issued by the courts.

Serve Civil Process: Serves legal documents such as summonses, subpoenas, and court orders for civil lawsuits (known as “civil process”). The Sheriff also conducts certain official actions like Sheriff Sales of property.

Prisoner Transport: Is responsible for the care and transportation of inmates between the jail, the courthouse, and other facilities (like state prisons).

🔒 Corrections (Jail Management)

In Mississippi, the Sheriff is statutorily designated as the county’s Jailer and is responsible for the detention facility.

Jail Administration: Operates and manages the County Jail/Detention Center, overseeing all aspects of inmate safety, custody, and welfare.

Inmate Records: Maintains detailed jail dockets and records for all persons committed to the jail.

Protection of Prisoners: Is charged with the duty of protecting prisoners from mob violence or harm.

Administrative Duties

The Sheriff is also responsible for the general administration of the office, including:

Budget: Submitting an annual budget of the Sheriff’s Office estimated expenses to the Board of Supervisors.

Personnel: Appointing, training, and supervising all deputies and office staff.
