🏛️ Relationship to the Board of Supervisors

📆 Supervisors Meeting Portal

The County Administrator is the primary link and executive arm of the Board of Supervisors (the county’s chief policy-making body).

  • Policy Execution: Carries out and ensures that all orders, resolutions, and policies adopted by the Board of Supervisors are faithfully executed.
  • Advising the Board: Meets regularly with the Board, providing reports on county affairs, financial conditions, future financial needs, and advising on federal and state grants.
  • Meeting Coordination: Prepares and maintains the Board’s meeting agendas and, in some cases, the minutes of each meeting.
  • Discussion, No Vote: Has full privileges of discussion with the Board, but does not have a vote.

💰 Financial and Budgetary Management

A key function is overseeing the county’s finances and financial planning.

  • Budget Preparation: Prepares the annual county budget for consideration and final approval by the Board of Supervisors.
  • Tax Levy Assistance: Assists the Board in the preparation of the tax levy.
  • Financial Reporting: Keeps the Board fully advised as to the financial condition of the county.
  • Grants: Advises the Board on the availability of federal or state grants and often serves as the administering officer for grants obtained.

🛠️ Operational and Personnel Supervision

The Administrator is the chief operating officer for many county departments and resources.

  • Daily Operations: Oversees the day-to-day operations of the county and its departments.
  • Personnel: Has general supervision over the employment of county employees and department heads (excluding certain elected departments like the Sheriff’s Department), ensuring adherence to county personnel policies.
  • Property & Maintenance: Acts as the liaison to see that county-owned property, buildings, and grounds are properly managed, maintained, and repaired.
  • Purchasing & Inventory: May exercise supervision over purchasing, receiving, and inventory control of goods and supplies purchased by the county.
  • Insurance: Charged with securing necessary insurance coverage for county property and employees.

👥 Citizen & Public Services

The role involves direct interaction with the public and oversight of key services.

  • Citizen Complaints: Receives inquiries and complaints from citizens, investigates them, and reports findings to the Board and the individual district Supervisor.
  • Zoning & Codes: Has general supervision over any and all zoning and building code ordinances adopted by the Board.
  • Refuse/Solid Waste: Has general supervision over county sanitary landfills and refuse collection procedures.
  • Recreational Areas: Has general supervision over county-owned parks, playgrounds, and recreation areas.
